Moyie Springs City Council minutes, July 11

August 28, 2012

City Council met in regular session July 11, 2012 at the Moyie Springs City Hall.

 

The meeting was called to order by Mayor Doug Evans.  Present were Councilmen Steve Economu, Chad Farrens, Terry Johnson, Bart Klaus, City Attorney Dan Featherston, Fire Chief Ken English and Public Works Supervisor John Nelson.

 

Discussed the minutes of the regular meeting on June 6, 2012.  The following correction was made:  Page 1357, 7th paragraph, lines 7 & 9 change “Wil” to “Will”.  A motion was made by Chad Farrens and seconded by Bart Klaus to approve the minutes as corrected.  Motion carried.

 

Discussed the financial statement.  A motion was made by Bart Klaus and seconded by Terry Johnson to approve as written.  Motion carried.

 

Dorothy & John Waddell, Lila Finley and Lori Johnson attended the meeting.

 

Discussed setting a meeting to finish discussing sewer options.  The council decided to wait until we hear from Idaho Forest Group concerning the property we will need for the expansion.

 

Cross Connection Control Ordinance – a motion was made by Chad Farrens and seconded by Bart Klaus to read the ordinance by title only.  Steve Economu – Aye; Chad Farrens – Aye;  Terry Johnson – Aye;  Bart Klaus – Aye.  The motion passed unanimously.  Sandy did the 1ST  title reading.

 

There will be a special meeting on July 25th at 6 PM to work on the budget.

 

John & Dorothy Waddell attended the meeting to discuss speeding on the city roads.  Dorothy said she has been passed by trucks and a county deputy, on Roosevelt, by going the speed limit.  Lori Johnson asked why the 15 MPH speed limit?  Mayor Evans explained it’s because of the heavy truck traffic and the dangerous intersection by the Post Office.  Sandy was asked to call the Sheriff’s office about the speeding and being passed by a deputy.

 

EDC meeting report – Sandy said the meeting was for directors only to discuss the replacement of the EDC position now held by Mike Sloan. 

 

KVRI meeting report – Mayor Evans did not attend the meeting so there is no report.

 

Volunteer Fire Department report – Ken English reported the following:  June 2 – Ambulance assist;  June 6 – LEPC meeting;  June 7 – Ambulance assist;  June 12 – Ambulance assist;  June 17 – Ambulance assist;  June 18 – Ambulance assist.  Ken said he thinks the ambulance issue with the county has been taken care of.  Ken also said the brush truck needs a fitting so it can be filled from a hydrant, but other than that, the equipment is running good.

 

Water & Sewer report – John Nelson reported we pumped a high on June 25th of 684,600 gpd; a low on the 26th of 6,300 gpd; an average of 165,533 gpd and a total for the month of July of 4,966,000 gallons.  John said there was a lightening strike on the 23rd, it messed up the controller and the water tank overflowed.  He has replaced the controller and explained how that system works.  John asked the council about the Well Site building – they have not said whether he should start it.  John wants to know if he should at least get the building started now?  Mayor Evans asked how deep the water is at the wells?  John said about 2 – 3 feet.  A motion was made by Steve Economu and seconded by Chad Farrens authorizing John to get the Well site building constructed.  Motion carried.

 

John got a quote from Boundary County Road & Bridge to chip seal East Railroad St.  The quote is $6,000.  A motion was made by Terry Johnson and seconded by Bart Klaus to have the road chip sealed for $6,000.  Motion carried.  John said he will put the culvert in at McGinnis St. at Canyon View Rd. and move Adam Michel’s water meter starting next week.  The dump truck is fixed.  The sewer lagoon aerator motor had to be rebuilt – the system was down a couple weeks but is operating now. 

 

Sandy said there is a sale on the upgraded Sage bookkeeping program and the annual payroll tax upgrade.  The sale price is $656.94 but the price will go up to $936.94.  A motion was made by Chad Farrens and seconded by Bart Klaus authorizing Sandy to purchase the Sage 2013 upgrade and the annual payroll tax upgrade for $656.94.  Motion carried.

 

Doug said the cleanup day went real well. 

 

Lila Finley said Donna Dowell wanted her to thank Bart Klaus for all his help.

 

Discussed the bills.  A motion was made by Chad Farrens and seconded by Terry Johnson to pay the bills.  Motion carried.

 

A motion was made by Bart Klaus and seconded by Steve Economu to adjourn.  Motion carried.
