Bonners Ferry City Council minutes, July 12

Mayor David Anderson called the special meeting of July 12, 2011 to order at 7:00 p.m.

Present for the meeting were Mayor Anderson, Council President Chris Clark, Council Members Mike Klaus, Connie Wells, and Tom Mayo, Clerk Kris Larson, City Administrator Stephen Boorman, Assistant City Administrator David Sims, and Fire Chief Pat Warkentin. Also present were Dave Gray and Jerry Higgs.

The purpose of the special meeting was to have a budget workshop.

Chris Clark moved to add to the agenda the consideration of a beverage license for Mike Naumann doing business as Kootenai River Brewing Company, LLC. Mike Klaus seconded the motion. The motion passed – Mike Klaus “yes”, Chris Clark “yes”, Connie Wells “yes”, Tom Mayo “yes”.

Council reviewed a power point presentation regarding the revenues for the City of Bonners Ferry. The largest sources of revenue for the general fund are property taxes, in lieu of taxes, sales tax revenue, interest on investments, highway user fees, and State liquor funds.

The group briefly discussed liquor funds and the duty free stores at the Canadian border.

The group reviewed the golf revenues. Last year and this year have been poor weather years so the golf revenues have suffered.

The swimming pool revenues have increased primarily due to the increase in lesson fees.

The enterprise funds revenues were reviewed as well as the general fund carry forward.

Mike Klaus said that we need to look at what the citizens value and want to see done. He said more money needs to be made available to the street department. He suggested looking at the police scheduling to see if there may be a way for a savings. Mike said the city officers spend a lot of time out in the county but he does not see the county helping out the city police on the same scale. The group discussed the task force officer and Dare officer funding. Mike would like to speak about this subject when the Police Chief is present.

The next budget workshop will be set at next council meeting.

The meeting adjourned at 8:25 p.m.
